Bandwidth-tuning from insulating Mott quantum spin liquid to Fermi liquid via chemical substitution in $\kappa$-[(BEDT-TTF)$_{1-x}$(BEDT-STF)$_x$]$_2$Cu$_2$(CN)$_3$
